FOR the lone district of Biliran, it was the neophyte lawyer Glenn Ang Chong who emerged victorious toppling the 72-year-old Mayor Gerry Espina, Sr. of Kampi. Congressman Chong is only 32 years old who idealistically chose to run under the banner of the Liberal Party.

Chong is a multi-awarded and a consistent honor student. A valedictorian both in the elementary and high school, he was also an awardee of the Gerry Roxas Leadership in
1991. In 1989, he was selected to head the Cebu City Anti-Drug Abuse Council-CIT Chapter and Editor-in-Chief of their school paper, the CIT Junior Technologian. In college, he served as the representative of the College of Commerce, CIT-SSG, in the House of Representatives in 1995-1996. He was also an excellence awardee of the SGV and CO/Arthur Andersen in the same year. During his days at the college of law in the University of San Carlos, he was class valedictorian and a consistent member and awardee of the law debating team.

At present, Chong is a professor at NITUEP College of Law. He is also the current chief operating officer of A&C Enterprises. He became a Certified Public Accountant in November 18, 1998 and eventually passed the bar examination in May 3, 2004.
