CONGRESSWOMEN Cecilia Seares Luna was born in Bangued, Abra and is the eldest among the children of Leonidas Seares and former Mayor Anita M. Seares. Cecy, as she was fondly called by friends and relatives, is married to engineer Roger Luna and is blessed with eight children.

She finished her elementary and secondary education at the Holy Spirit Academy in Bangued. She graduated with Bachelor of Science in Banking and Finance degree at the
Far Eastern University in Manila. Her eldest son, Jendricks Luna is now the municipal mayor of Lagayan, Abra, the position she vacated when she ran for Congress. Two other sons, Ryan and Hans Roger, are also in public service having been elected as barangay captain and vice mayor, respectively, in the same municipality.

Before joining public service, Cecy was as an ordinary government employee. In 1979 to 1986 she worked as revenue collection clerk and from 1989 to 1998 she was appointed as municipal tax assessor of Lagayan, Abra. In 1998, she was elected as municipal mayor of Lagayan and completed three consecutive terms.
